It requires showing that sworn officials told the people's representatives something that wasn't true. Cases like that are built carefully, one witness and one document at a time.
The bounty works on a different flank. Elections are where the deep state's leverage has always come home to roost. Putting a price on proven fraud right before the midterms tells every would-be operator that the old math, low risk and no consequences, has changed.
